Following the key liquid food road bulk transport management promotion meeting held by the Yinchuan Municipal Market Supervision Bureau on April 16th, all 25 relevant production enterprises in the city were explicitly required that the bulk transport of the aforementioned five categories of food, listed in the "Catalog of Key Liquid Foods Subject to Road Bulk Transport Licensing System," must be brought under license management. Specific measures include: enterprises are strictly prohibited from entrusting unlicensed vehicles for transport; all transport containers must strictly comply with food safety standards; and the consignor, carrier, and consignee must rigorously implement the waybill management system, ensuring "one vehicle, one waybill, full-process record-keeping" to guarantee information transparency and clear responsibilities. The meeting outlined that market supervision departments would immediately initiate city-wide risk assessment work. Key areas of inspection will cover the compliance of carrier qualifications, the safety and standardization of transport containers, the implementation of outbound inspection systems, and the authenticity of waybill records. For any illegal activities such as unlicensed transport, falsified records, or the use of substandard containers, regulatory authorities will impose strict penalties in accordance with the law; those suspected of committing crimes will be resolutely transferred to judicial organs for criminal prosecution. Enterprise representatives present at the meeting engaged in in-depth discussions on practical operational issues such as the cleaning and disinfection of transport containers and the efficiency of waybill circulation. They candidly admitted to past shortcomings in prioritizing production over transportation and expressed their commitment to actively cooperate and accelerate rectification. Industry experts noted that for a long time, bulk liquid food transport has faced risks such as mixed-use containers, inadequate cleaning, and broken traceability chains. Yinchuan City's comprehensive approach of "license + waybill + traceability" explores a new path to address this industry challenge and standardize management.
