A lower ICUMSA number means a whiter, more optically pure sugar. The measurement is taken by passing light through a sugar solution and recording the attenuation index. So ICUMSA 45 is whiter than ICUMSA 100, and ICUMSA 100 is whiter than VHP. That is the extent of what the number directly tells you. It does not tell you about moisture, grain size, sucrose content, or fitness for a specific manufacturing process, all of which require separate specification review.

However, many food and beverage manufacturers do not need ICUMSA 45 and are paying a premium for refinement that their process or product cannot distinguish from a lower grade. Industrial bakeries, fermentation operations, and certain flavoring or sauce manufacturers often find that ICUMSA 100 or even a properly specified raw sugar performs identically in their production environment.
