Guangxi Convenes Meeting on Spring Agricultural Production and Rectification of High-Standard Farmland Construction Issues

On March 12, the Guangxi Zhuang Autonomous Region convened a pivotal meeting in Hepu County on spring agricultural production and the rectification of prominent issues in high-standard farmland construction. The conference aimed to thoroughly implement General Secretary Xi Jinping's important directives on agriculture, rural areas, and farmers, aligning with the spirit of the Two Sessions, and to comprehensively deploy key tasks for spring agricultural production and addressing critical problems in high-standard farmland development. Xu Xianhui, Vice Chairman of the Autonomous Region and Vice Chairman of the CPPCC Guangxi Committee, attended and delivered a speech, while Fan Hongliang, Deputy Secretary-General of the Autonomous Region People's Government, presided over the meeting. Dignitaries present included Li Gang, Mayor of Beihai City; Huang Yi, Standing Committee Member of the Autonomous Region Discipline Inspection Commission; and Wu Zhaohui and Wei Bo, Deputy Directors of the Autonomous Region Department of Agriculture and Rural Affairs. The meeting highlighted that spring plowing is entering a critical phase, and high-standard farmland construction is in a crucial stage of problem rectification. It was emphasized that all levels across the region must elevate their political stance, unify their thinking and actions, and fully commit to spring agricultural production and high-standard farmland construction, ensuring that responsibilities, policies, and measures are effectively implemented to provide robust support for Guangxi's economic and social development. The conference called for concrete efforts in producing essential agricultural products like grain, oil, and sugar, by stabilizing planting areas and improving per-unit yields to ensure supply. Concurrently, measures to guarantee the supply and stabilize the prices of agricultural inputs must be strengthened, alongside enhanced support for agricultural machinery. The meeting also mandated integrated disaster prevention and mitigation, meteorological early warning systems, and the construction and maintenance of farmland water conservancy facilities to bolster agricultural production resilience. To ensure stable supply of important agricultural products, channels for connecting production and sales must be unblocked to prevent product backlogs. Furthermore, the conference encouraged the development of modern distinctive industries, expanding food processing, improving cold chain logistics systems, and promoting deep integration of agriculture with culture and tourism to broaden farmers' income channels. Regarding the coordinated advancement of various tasks, the meeting stressed the importance of consolidating and expanding achievements in poverty alleviation, building beautiful and harmonious rural areas, deepening rural reforms, and completing the Fourth National Agricultural Census with high quality. Simultaneously, the red lines for production safety and ecological protection must be strictly adhered to. To ensure the smooth completion of all tasks, the meeting demanded strengthened coordination mechanisms, guaranteed factor supply, improved work styles, and resolute correction of issues infringing upon public interests, striving for a strong start in the first year of the '15th Five-Year Plan'. The meeting specifically underscored the need to address both symptoms and root causes in pushing forward the rectification of prominent issues in high-standard farmland construction. Key areas of focus include fund utilization, bidding and tendering, project quality, and post-construction management. It advocated for simultaneous investigation and treatment of both misconduct and corruption, severely punishing deviations in performance views, ineffective work styles, and corruption, ensuring thorough investigation and zero tolerance. Additionally, solid work must be done in project reserves, accelerating project construction, and completing the compilation of the 'Three Surveys' results with high quality. During the meeting, representatives from Guilin, Liuzhou, Laibin, Hepu, and Gannan District of Guigang City shared their experiences on grain and oil production, high-standard farmland rectification, sugarcane harvesting, and spring plowing preparations. The Autonomous Region Discipline Inspection Commission and Supervision Commission also put forward clear requirements for the rectification of high-standard farmland issues, emphasizing the need to approach the special rectification from a political height, conduct it rigorously and practically, comprehensively identify problems, strengthen the coordination among discipline inspection, inspection tours, and audits, severely investigate corruption and work style issues, collectively enhance governance efficiency, and genuinely safeguard national food security and the vital interests of the people. Attendees also visited Hepu Guoxiangyuan Food Co., Ltd.'s automated fruit production line and agricultural product processing exhibition, Beihai Xinjiaheng Agricultural Technology Service Co., Ltd.'s smart facility vegetable cultivation and smart agriculture exhibition, and observed smart agricultural machinery operations during early rice spring transplanting and high-standard farmland construction at the Zhengdong Village high-yield rice demonstration base in Xichang Town, alongside concurrent activities for repairing farmland water conservancy facilities. Responsible comrades from 14 municipal governments, principal officials from municipal agriculture and rural affairs bureaus, relevant officials from the Autonomous Region Department of Agriculture and Rural Affairs and Agricultural Machinery Center, the Autonomous Region Discipline Inspection Commission and Supervision Commission, and officials from departments including the Development and Reform Commission, Public Security Department, Finance Department, Natural Resources Department, Water Resources Department, Statistics Bureau, Academy of Agricultural Sciences, Supply and Marketing Cooperatives, Guangxi Survey Team, and Meteorological Bureau, participated in this important conference.
